In line with Türkiye’s net zero emissions target, the draft legislation on Local Climate Change Action Plans (LCCAP), which will provide a legal framework for addressing climate change at the local level, has been opened for consultation by the Directorate of Climate Change. The draft legislation aims to clarify the responsibilities of local authorities regarding climate change adaptation and GHG emissions reduction, as well as to strengthen coordination. It also defines the working principles of Provincial Coordination Boards on Climate Change and outlines the administrative and technical procedures for preparing, implementing, monitoring, and evaluating LCCAPs.
During the preparation phase of the legislation, technical studies, analyses, and multi-stakeholder consultation meetings were held under the EU Partnership for Local Climate Action in Türkiye Project.
As part of the development process for the draft legislation, Regulatory Impact Assessment (RIA) activities were carried out under the project. In this context, a workshop was organized on 10-11 December 2024, in Ankara, with representatives from public institutions, local authorities, academia, and civil society organizations in attendance. During the workshop, critical issues related to the development of the draft legislation on preparing, implementing, and monitoring LCCAPs were addressed. Participants focused on topics such as the active involvement of local authorities in the process, the feasibility of LCCAPs, and the establishment of monitoring and reporting mechanisms, discussing how to ensure a stronger local governance structure in the fight against climate change.
Subsequently, on 6-7 February 2025, a second workshop was held in Ankara with the participation of around 100 representatives from relevant departments of public institutions, local authorities, academia, and civil society organizations. This workshop focused on strengthening the legal framework for preparing, implementing, and monitoring LCCAPs. Participants concentrated on creating a more effective coordination mechanism at the local level and enhancing collaboration among stakeholders. The legislation sessions were moderated by Deputy Director of Climate Change, Mr. Orhan Solak, and UNDP Türkiye Urban Climate Change Key Expert Prof. Dr. Osman Balaban, while project experts discussed the main components of the technical guidelines that will be prepared as an annex to the LCCAP legislation.
Following the consultation processes, the draft legislation was revised by project experts and experts from the Directorate of Climate Change and submitted to relevant institutions for review. Work on the Technical Guidelines to be annexed to the legislation continues under the scope of the project.
