The Local Climate Change Action Plans (LCCAP) Technical Framework and Practical Training Programme, implemented under the EU Partnership for Local Climate Action in Türkiye Project, was successfully conducted in Antalya, Kahramanmaraş, Isparta, Ordu and Elazığ.
The programme commenced with opening remarks delivered by representatives of the Directorate of Climate Change and the relevant provincial municipalities. Throughout the training sessions, participants were introduced to the technical knowledge, methodologies and tools that will support local governments in preparing Local Climate Change Action Plans (LCCAPs) based on scientific evidence, participatory processes and practical implementation approaches. A total of 215 participants attended the programme across the five pilot provinces. Participants included representatives from local governments, public institutions and organizations, academia, as well as institutions represented in the Provincial Climate Change Coordination Boards. Bringing together representatives from different institutions and areas of expertise contributed to strengthening the inter-institutional cooperation required for the preparation of LCCAPs, fostering a collaborative working culture and enhancing local capacity.
In addition to theoretical presentations, the programme featured practical exercises and group work. These sessions enabled participants to apply the methodologies and tools that will be used during the LCCAP preparation process, conduct assessments specific to their own provinces and benefit from the experiences of representatives from different institutions. The opportunity for participants from various organizations to work together at shared tables also laid the foundation for addressing local climate action through a multi-stakeholder and participatory approach.
As part of the programme, Prof. Dr. Osman Balaban, Key Expert on Urban Climate Change, introduced participants to the technical framework for the LCCAP preparation process, including the governance structure, the establishment of planning teams, stakeholder engagement and the preparation of action plans. Prof. Dr. Ömer Lütfi Şen, Key Expert on Climate Projections, presented climate change projections together with assessments of climate projections for Türkiye and the pilot provinces. Ceren Ballı Gözen, Key Expert on Vulnerability and Risk Analysis, shared the climate risk assessment methodology along with practical examples, while Rıfat Ünal Sayman, Greenhouse Gas (GHG) Inventory Expert, introduced the methodology for preparing local greenhouse gas inventories and demonstrated the calculation tool developed under the project. Asuman Sönmez, Urban Climate Finance Expert, conducted practical sessions on financial analysis methodology, potential financing mechanisms and urban climate finance instruments. Through these technical sessions, the programme aimed to strengthen participants’ knowledge and practical capacities across the key stages of the LCCAP preparation process from evaluating climate projections and preparing greenhouse gas inventories to analysing climate risks, developing appropriate actions and assessing financing opportunities.
